This paper proposes an Action Plan to pilot a 'prior approval' scheme for research purposes.

At its March 2005 meeting the Board discussed prior approval as part of the wider paper that was presented on the Implementation of Food Safety Management (Annexe 10 FSA 05/03/02). The Board decided that there was a need to research and evaluate the potential benefits of a prior approval scheme before reaching any conclusions as to the future potential of prior approval in improving food hygiene standards.
