Approved meat products plants
Meat products means: products that have been processed so that they do not look like fresh meat, for example bacon, ham or salami.

Approved plants for minced meat and meat preparations
Minced meat means: boned meat that has been minced into fragments and contains less than 1% salt.
Meat preparations means: fresh meat, including mincemeat, that has been processed or which has had seasonings and additives added but still looks like fresh meat. An example of this would be uncooked chicken Kiev or shish kebab. For a legal definition of a meat preparation go to the Official Journal of the European Union (pdf 271kb).
