Executive Summary
It was clear that the Authority supported the Home Authority Principle (HAP), though it did not have any formal agreements with local food businesses. File checks indicated that, in general, accurate electronic records were being maintained in relation to food premises and there was evidence that advice was frequently given to local food businesses that operated outside the District. However, it was not always clear from the Service's records whether sufficient information had been provided to other local authorities in relation to referrals received, or if officers were consistently contacting home or originating authorities, where appropriate, in relation to food complaint investigations.
The Authority had developed links with other enforcement agencies and relevant organisations, which enabled them to effectively promote food safety and to provide assistance to businesses, particularly in relation to compliance with new food safety legislation and official guidance.
It was evident that the Authority's advisory and promotional work was comprehensively included in the Authority's business planning process and that it formed an integral part of the day to day work carried out by the Service. This included supporting current government initiatives and the implementation of projects that targeted identified issues of interest to the local community.
