Executive Summary
Angus Council is a Scottish Unitary Local Authority and therefore has responsibility for enforcing food hygiene, food standards and feeding stuffs law within its area.
Angus is home to well known food manufacturers and producers, including producers of 'Arbroath Smokies'. Food that is produced in the area is distributed and sold throughout the world.
Approximately 1,100 businesses in the Authority's area are subject to food law enforcement. There are also 3 approved intermediaries and 184 registered establishments under feeding stuffs legislation;
The Authority has Service Plans covering food hygiene, food standards and feeding stuffs law enforcement that generally meet the requirements of the Service Planning Guidance in the Framework Agreement;
An annual review based on the Service Plans has been carried out and reported to the appropriate Member forum;
The Authority has appointed authorised Officers and inspectors to enforce food and feeding stuffs law, although the number of food Officers in post is less than the number required to deliver the minimum level of service required;
Qualification and training records for Officers who are authorised to enforce the Food Safety Act demonstrate that Officers are appropriately qualified and are receiving continuing development training;
Some food hygiene and food standards premises inspections are not being conducted at the required minimum frequencies;
The licensing and inspection of butcher shops and the inspection of other food business premises that were subject to general food hygiene legislation, (superseded by new EC Regulations from 1 January 2006), were generally being carried out in accordance with relevant procedures
Documentation relating to the inspection of establishments that are subject to product specific food hygiene legislation is insufficiently detailed in some cases to determine whether inspections have assessed compliance with all aspects of the relevant legislation;
Sampling programmes for food and feeding stuffs have been developed and are being implemented. Adverse sample results are followed-up appropriately.
Service performance is being monitored in accordance with required standards.
