Audits on the Home Authority Principle
The Food Standards Agency has completed a programme of focused audits in 30 local authorities looking specifically at their Home Authority arrangements, advice to business and food and feeding stuffs safety and standards promotion.
The programme consisted of 30 one-day audits that ran from July 2005 - March 2006.
Authorities were selected to represent a cross-section of local authority types and geographical location. Information on the level of activity on home authority, advisory and promotional work was also considered in the selection process.
The Agency carried out focuseds audits in these 3 areas to assess local authority compliance with the Standard in the Framework Agreement on Local Authority Food Law Enforcement and to validate relevant information and data submitted to the Agency in monitoring returns. The purpose was also to identify any common factors associated with effective working in these areas, to identify examples of good practice including partnership working and to obtain views of local authorities, on a range of key food safety issues such as views on measuring and recording of advisory and promotional work and food award schemes. The audits also sought to obtain and consider food business opinion and feedback on these activities.
In selecting these issues, it was recognised that local authorities are currently preparing for significant changes to food legislation and the revised Code of Practice. These audits are focused and do not cover local authority food inspection programme or enforcement activity
