Monitoring System User Group
The Monitoring System User Group will consider detailed issues on the monitoring system, and on the form which local authorities use to provide information to the Agency. It comprises the Agency, LACORS and a larger number of operational level officers from local authorities.
The Monitoring Form
The monitoring form is used by Local Authorities to report activity in key areas of Food Law Enforcement to the Food Standards Agency. This information is used to:
- report to the EU under the Official Control of Foodstuffs Directive
- assess the performance of local authorities, data on which is published by the Food Standards Agency in the Annual Enforcement Report
- to inform the FSA programme of local authority audits.
The Monitoring System User Group will be instrumental in considering the problems experienced with the existing monitoring form and have a consultative role in the current review during the development of the way forward.
Group members will be asked to feedback issues from the Group to other local authorities at regional meetings etc. Members will also be asked to act as a point of contact for other local authorities and to represent their ideas/concerns at the group meetings.
Terms of Reference:
- To contribute to the review of the monitoring arrangements by identifying problems experienced with current arrangements and by making practical recommendations for improvements.
- To consider the recommendations of the Performance Strategy Group (PSG) and return comments on the practical implementation of these proposals to the PSG.
- To liaise, through group members, with those local authorities not otherwise represented on the group in order to (a) disseminate issues arising within the group and (b) represent to the group the views of those local authorities.

As part of the review of the local authority food law enforcement monitoring system the Monitoring System User Group held a workshop to encourage the exchange of information and views. A number of syndicate exercises took place.
