Agency views on the draft compliance code and Draft Regulatory Enforcement and Sanctions Bill
On 15 May 2007, the Government published a public consultation document on the Draft Regulatory Enforcement and Sanctions Bill.
The consultation covers the establishment of the Local Better Regulation Office (LBRO) and the introduction of an extended toolkit of sanctions for use by regulators.
We have analysed the extent to which the proposals in the consultation have the potential to impact on the delivery of consumer protection in relation to food and drink, either by the FSA directly, or through our enforcement partners in the Meat Hygiene Service, local authorities or elsewhere. The Board of the FSA discussed this analysis at its July 2007 meeting, and agreed to submit a formal response to the consultation, covering the most significant points.

Draft Regulatory Enforcement and Sanctions Bill: Agency's views
The first section of this Bill establishes the Local Better Regulation Office as a non-departmental public body. The second section provides a legal basis for a suite of new sanctions that may be applied by national regulators and their enforcement partners.
