Views wanted on review of two exemptions currently under the Food Safety and Hygiene (England) Regulations 2013

The Food Standards Agency is carrying out routine non-statutory reviews of two exemptions currently set down in the Food Safety and Hygiene (England) Regulations 2013. The reviews are part of the Government’s commitment to review provisions in secondary legislation that regulate businesses.

The two exemptions apply to certain low throughput slaughterhouses and are derogations from requirements under Regulation (EC) No 853/2004 to have:

  • detained meat facilities in slaughterhouses
  • cleaning, washing and disinfection facilities for livestock vehicles in slaughterhouse.

Details of the two reviews and of the exemptions are contained in the two attached draft documents, at Appendices A and B. 

This consultation is intended to provide stakeholders with an opportunity to comment on the effectiveness of the two exemptions as well as impact that the measures are having on businesses.  For example, whether the exemptions achieved their objectives, if the objectives are still valid, if there been any unintended effects, the costs and benefits, and whether the exemptions are still needed or if they could be improved on.
